Work programme

The objectives of the project shall be achieved mainly by a step-wise approach:

  1. step: situation inventory to identify and characterise the non-technical barriers for Bioenergy distribution in densely populated urban areas
  2. step: evaluation of the non-technical factors in the main fields 'economics', 'financial' 'legal', 'socio-economics' and 'information'
  3. step: identification and evaluation of "best-practice" examples for Bioenergy projects in urban areas and dissemination of these examples to the key actors and target groups
  4. step: initiation of 10 bioenergy projects in the participating regions (2 per region)

The realisation of these project steps (mile stones) will be flanked by two main activities continuously carried out throughout the project duration:

  1. Dissemination activities: the core activities in this field will be an information campaigns in the regions; e.g. round tables meeting in regular intervals and discussing important topics of Bioenergy, e.g. "Financing of Bioenergy projects", "Subsidies and legal framework for Bioenergy projects"; "Biomass supply and logistics in the city", "Public opinion on Bioenergy", etc. pp.; also information material on projects and topics of general interest in Bioenergy shall be issued and distributed for interested actors, stakeholders and the public.
  2. Implementation activities: With increasing knowledge and spread of Bioenergy information the demand for consultancy and concrete project implementation increases. Within the project duration ten Bioenergy projects shall be initiated and realized (see above step 4), above that it is intended, that the project participants in the regions take over the role as the competent bioenergy contact partners for the target groups and key actors of the project
  3. Networking and capacity building: Similarly and at the same time a regional network of the target groups and key actors in Bioenergy shall be established and - where already existent - strengthened and even extended. The result shall be a continuous exchange and increase of knowledge and more realized bioenergy projects in the regions.

The project will be finalised by issuing guidelines on integrated problem solving and on successful project implementation strategies for Bioenergy projects under conditions of densely populated urban areas.
