Proposal Summary

Within vertical key actions VKA 5 RES electricity and VKA 6 RES heat the project aims to overcome non-technical constraints of the realisation of bio-energy projects in densely populated urban areas and to bring bioenergy projects on their way by establishing a network of actors and stakeholders of the bioenergy sector in five European regions. Biogas, biofuel, wood chip and wood pellet projects are in focus of the project. The main objectives are:

The work will start with a comprehensive analysis and information on the 'weak points' and constraints of successful project implementation in densely populated urban areas. Solutions to overcome these situations will be developed and distributed among market participants and interested stakeholders, particularly by demonstrating regional 'best practice' concepts and examples. The latter shall be adapted to specific demands and regional requirements.

A main emphasis will be the establishment of functional regional networks to support project implementation and the elimination of non-technical barriers by working jointly together in these networks. Existing structures of each region will be further developed and information and communication pathways be stimulated in order to sustain over the end of the project.

The core result will be the establishment of functional communication and network structures in each region to initiate and support bio-energy projects. This comprises e.g. the constitution of 'centres of competence', data bases on relevant companies, experts and bio-energy facilities, regular 'round table' information and discussion events, market places for bio-fuels and attractive information sites (Internet) for each region.
